1.0 Title

The working title of the dissertation is initially drafted as - An Assessment of the Learning and Development Practices at the National Library and Informations Systems (NALIS) of Trinidad and Tobago - Is it done according to the training cycle?

 NALIS is a corporate body that is established under the NALIS Act No. 18 of 1998. Its purpose is to administer the development and coordination of library and information services in Trinidad and Tobago. NALIS envisions itself as a dynamic, innovative, business-like, customer-focused and community-oriented network that offers information services to the nation and to the world. The mission is to: provide an international standard service that delivers equitable access to information in all formats through highly capable and motivated staff, utilizing state-of-the-art technologies and facilities to support the developmental and recreational needs of Trinidad and Tobago (NALIS online).

Further, the training cycle simply refers to the series of steps or stages that comprise a complete training program. There are five stages to training cycle: identification of training needs, design of training solutions, delivery of training solutions, application of training in the environment and evaluation of training solutions.

2.0 Study Problem

The study will investigate whether the learning and development practices at NALIS are done in accordance with the training cycle. The key question that the study is going to answer is: Are the learning and development practices employed by NALIS done according to training cycle?

3.0 Study Objectives

The main aim of the study is investigate to what extent the practices employed at NALIS conforms to the requirements of an effective training cycle. In lieu with this, it would be necessary to:

·         Determine the different learning and development practices that NALIS employed

·         Determine the elements of training cycle integrated to the learning and development practices at NALIS

4.0 Research Plan

The research strategy that the study will utilize is the descriptive method as it intends to present facts concerning the nature and status of a situation, as it exists at the time of the study and to describe present conditions, events or systems based on the impressions or reactions of the respondents of the research (Creswell, 1994). The researcher opted to use this kind of research considering the desire of the researcher to obtain first hand data from the respondents so as to formulate rational and sound conclusions and recommendations for the study.

In this study, primary and secondary research will be both incorporated. The reason for this is to be able to provide adequate discussion for the readers that will help them understand more about the issue and the different variables that involve with it. The primary data for the study will be represented by the survey results that will be acquired from the respondents. On the other hand, the literature reviews to be presented in the second chapter of the study will represent the secondary data of the study. The secondary sources of data will come from published articles from books, journals and theses and related studies.
