CASE STUDY: PLANNING WORKPLACE LEARNING PROGRAMS
Imagine you are the manager for a workgroup comprising 6 persons, deployed as
follows:

Reception & Clerical/
Administrative Support

BACKGROUND
Your unit services the HRM needs of a national construction/building company
employing 900 persons, ranging across Architectural, Engineering and Quantity
Surveying professionals, para-professional building technicians, trades persons,
managers and clerical support persons.
Recently the company has upgraded its computer networks moving to the
Windows XP operating system and the MS Office XP suite, which requires all
staff to adapt from Windows 98 and the earlier MS Office 2000 package
You have conducted a training needs analysis on the group by observing and
checking their work, interviewing the group members regarding their
competencies with reference to their position descriptions and the team�s goals.
The results of this training needs analysis are as follows:

MANAGER EMPLOYEE RELATIONS
Promoted to this position 18 months ago, they have been with the organisation
for ten years, previously occupying the position of Human Resources
Development Consultant. Has an Advanced Diploma in HRM and is a Chartered
member of AHRI. Has excellent up-front, interpersonal and personal
management skills. Has never previously had management and supervisory
responsibilities despite qualifications in these areas and feels uncertain about
their performance in the new supervisory role. Has ongoing needs for
professional updates in the HRM and Building/Construction Industry areas.
Needs to use the organisations computing systems to access information and
data. This includes Internet research. Needs to learn how to use their new lap-top
computer and software. Aspires to a Senior Management position within the
organisation.

PERSONNEL CONSULTANT
Recently recruited from a local personnel agency. Has a Diploma in HRM and is
currently studying for the Advanced Diploma. Has good skills in recruitment,
selection and induction. Is not very familiar with the building industry, in-depth
company knowledge, the various National and State legislative requirements for
Equal Opportunities, and has little experience in developing staffing policies and
practices. Needs to use the organisations computing systems to access
information and data. This includes Internet research. Needs to learn how to use
their new lap-top computer and software

HUMAN RESOURCE DEVELOPMENT CONSULTANT
Originally from the technical area of the organisation. Has an Associate Diploma
of Mechanical Engineering and a Certificate 4 in Assessment & Workplace
Training. Member of AITD. Currently studying for an Arts Degree at Flinders
University majoring in Psychology. Aims to become a registered psychologist.
Needs continuing professional updates with regard to HRM and Building Industry.
Needs to use the organisations computing systems to access information and
data. This includes Internet research.

OCCUPATIONAL HEALTH & SAFETY CONSULTANT
Has a trade background and a post-trade Supervisors Certificate done in the mid
1970�s. Has completed a Certificate in OH&S. Is under increasing pressure to
move the company toward achieving self-insuring status with WorkCover. Needs
to understand a lot more about achieving the required standards for this to
happen. Probably needs to become better at managing projects and using project
management software packages. Also needs a much better appreciation of the
companies financial and information systems, particularly with regard to being
able to providing OH&S financial and statistical information to senior
management and external agencies. Needs to use the organisations computing
systems to access information and data. This includes Internet research. Needs
to learn how to use their new lap-top computer and software

INDUSTRIAL RELATIONS CONSULTANT
Has a Personnel and Industrial Relations Certificate completed in 1990. Has
recently been involved in developing the company�s enterprise agreement. Has
had difficulties in adapting from an antagonistic / confrontational style of dealing
with trade unions and industrial disputation resolution, toward the more
consultative and participative style that senior managers want to see replace the
old workplace culture. Probably also needs to become better at managing
projects and using project management software packages. Needs to use the
organisations computing systems to access information and data. This includes
Internet research. Needs to learn how to use their new lap-top computer and
software.

RECEPTION & CLERICAL / ADMINISTRATIVE SUPPORT
Originally recruited from a temp�s agency. Has very good computing, (including
MS XP software) keyboard and telephone skills and handles routine enquiries
well. Has trouble with difficult customers, and job seekers. Easily intimidated by
aggressive and contentious behaviours. Also this job increasingly needs desktop
publishing/computer graphics, marketing and selling skills for the HR unit�s
programs. They have no experience with this sort of work. They have aspirations
to become an industry based training officer in the longer term.

Your Task
Plan a detailed training and developmental program to meet the needs of the
team across the next year. Select or design the particular programs and activities
that you think the team members should participate in. Explain &/or justify the
thinking behind your approaches. Give some thought to the logistical supports
that might be required for the programs that you are proposing to be successful.
Provide a schedule of activities and attendances, and give some idea of the costs
that will be involved. What sorts of outcomes would you expect from the
programs by the end of the year? How might you evaluate your planned
program?
